chrono pkg to stable version 3.0.0
— this allows “develop” profiles where it is possible to install conda packages.
Conda recipes proteus -- I thought this was already merged. Seems OK.

Add Python package spec to use a conda version of Python.
When using the conda version of python, the generated profile is compatible with conda. This allows to conda install packages into it when in development mode (the profile is write-enabled).
The README is modified with instuctions on how to do this.
